Larry Ferlazzo -- a high school teacher in Sacramento who maintains an excellent educational technology blog -- routinely identifies "The Best Sites" that can be used in education. Larry maintains a list of The Best Tools to Make Online Flashcards and only recommends a Web tool if the site is a) free of charge; b) easy to use; and c) provides some "value-added" benefit that makes the flashcards engaging, especially for English Language Learners.
You can review Larry's recommendations for the best tools for making online flashcards at: http://larryferlazzo.edublogs.org/2009/02/22/the-best-tools-to-make-online-flashcards
